Candles doesn't show up on time

Depending on what instrument it is, it could be one with low liquidity where the first tick for that bar only come up at 00:09. That is totally normal for a low liquidity symbol. In fact, you could even have a missing bar if there was no activity for a certain amount of time larger than the bar unit time.
