That you ask is not a function of the platform as such. You must use an indicator for that.

Create CI with ChartSetInteger() with CHART_COLOR_BACKGROUND property. BTW I created color MA long time ago with MQL4 old code, see attachment here : https://www.mql5.com/en/forum/139547.
