EA are not able to write on Termina.INI

I've an EA that is not logging in when working on the 604 version. The message is "unable to write on terminal.INI". Is there a solution? Should I reinstall the 509 and I so how can I do that?

1. How do you start terminal? Do you use /portable parameter?
2. What version of Windows do you use? Do you have switched on UAC?
