ea programmer needed

Hello - very simple task(i think) - is it possible to create ea that grasps the internal file text or excel or whatever and places the orders with predefined values?;

I would appreciate the mql proggramer answer and help;

I think yes, but for that one must create dll files and so thinks from that I dont know anythink.

No dll needed.

MT4 can be programmed to read text or binary files. See https://docs.mql4.com/files.

Arrange the "read" code to match up with whatever you have in your data file.
